Vice Chancellor for Resource Management Affairs

The Vice Chancellor for Resource Management Affairs is responsible for the provision and development of human, physical and financial resources of the university. It also creates the enabling environment for the support of educational, research, health and treatment units in line with the goals of the university.

Currently, there are six offices working under the supervision of the vice chancellor for resource management affairs: Budget & Organization Management, Human Resources, Support Services, Technical Affairs, and Management Development and Administrative Reform.

 

 

Responsibilities of Vice Chancellor for Resource Management Affairs

1.     Managing and supervising the performance of all administrative, financial and developmental affairs in accordance with the related rules and regulations

2.     Handling executive objectives and monitoring the workflows and procedures applied in different units in order to harmonize the activities of different units and achieve the executive objectives

3.     Monitoring the use of funds based on the detailed budget approved by the Board of Trustees and other financial rules and regulations; and presenting report to the Board of Trustees

4.     Assessing the current status of the institution through identification of the problems, strengths, opportunities and threats in order to evaluate the proposed strategies for progression

5.     Providing the needed justification reports regarding the duties of subunits to the institution head

6.     Collecting the necessary information based on the master plan of the institute and planning and proposing annual budget; and performing all the necessary activities to implement the developmental projects (including contracts etc.)

7.     Performing basic repairs for the restoration and maintenance of existing buildings and facilities

8.     Establishing a committee for developing executive methods to optimize the system of administrative cooperation between the units with the cooperation of other deputies of the institute

9.     Establishing revenue recognition process and proper control of the financial cycle in order to prepare the financial management report for the creation of financial discipline in various parts of the institution

10.                         Developing appropriate executive methods for the maintenance of buildings and equipment in order to preserve the national assets

 

The Office of Management Development and Administrative Reform

This office is one of the sub branches of the Vice Chancellor for Resource Management Affairs. The head of this office is also the deputy of the vice chancellor.

 

Objectives and Responsibilities of the Office of Management Development and Administrative Reform

·        Supervising and supporting the implementation of the projects approved by the Supreme Administration Council

·        Administrative reform of the council for management and human resources development, and the relevant ministry

·        Evaluation and estimation of the needed budget for the implementation of 10 administrative reform programs

·        Assessing and verifying administrative reform programs and proposing helpful suggestions to the authorities

·        Review and approval of educational and research programs; selection and appointment of professional managers; assessing the results and submitting them to the relevant ministry or Governor's office of management development and human resources

·        Supervising the comprehensive reform plan and e-government process

·        Identifying private sectors and transferring some responsibilities to them

·        Proposing suggestions to increase productivity and efficiency of the human resources

·        Supervising the performance and agility of the units

·        Providing 6-month reports and submitting them to the relevant council

Human Resources Management

This office paves the ground for research, education, cultural and student affairs via supporting human resources.

 

Objectives of the Human Resources Management

·        Expansion of customer and employee satisfaction

·        Coordinating administrative and staff activities

·        Amending and modifying laws and regulations, codes and guidelines

·        Fulfilling the employment process of the required human resources

·        Expansion of the coordination between different vice chancellors of the university

·        Monitoring the follow-up of approved rules and regulations

·        Investigating new policies and following them

·        Simplification of administrative processes and analyzing the staff performance

Budget & Organization Management

As one of the sub branches of the Vice Chancellor for Resource Management Affairs, the main tasks of the Budget & Organization Management are:

  • Planning and supervising the preparation of the annual budget of the university
  •  Compliance of programs with the approved budget
  • Integrating the proposed budget with the objectives and policies of the university
  • Fulfilling organizational and constructional tasks of the university
  • Initial and in-service training of the staff
  •  Improving work methods and productivity

 

Objectives of the Budget & Organization Management

-         Conducting new studies on the ways to organize financial resources in order to achieve the ultimate goals of the university

-         Monitoring the appropriate follow-up of the budget regulations

-         Studying job classification plans and monitoring their implementation

-         Cooperation with human resources management in the processes of employment and transference of the staff

-         Preparation and management of the university budget based on the policies of national budget act

-         Conducting studies on new methods of organizing units and improving work methods

-         Planning and implementation of short-term training programs for the employees

Office of Financial Affairs:

This office is a sub-unit of the vice chancellor for resource management affairs and is responsible for all financial settings and affairs.

 

Duties & Responsibilities of the Office of Financial Affairs:

Below are some of the main objectives and responsibilities of the office:

1.     Preparing financial reports

2.     Documenting financial affairs

3.     Sharing financial information with the related officials

4.     Supervising financial circulations and budget distribution

5.     Supervising the financial offices of all university departments

6.     Identifying and preserving university assets and equipment

7.     Controlling bank accounts of the university

Office for Technical Affairs

  •  Holding regular training courses for the employees
  • Optimal designing of the projects through the use of  experienced consultants and engineers
  • Supervising subcontractors' performance and checking their financial affairs
